Short Legs Are Slow

This card affects companies with at least as many Hobbits as nonHobbit characters. The number of region cards affected company can play is reduced by one (normally from four to three). Affected companies cannot use starter movement if region movement is being used in the game. Cannot be duplicated. Discard when any play deck is exhausted.
